Russell Fowler named director of litigation and advocacy of Legal Aid




Russell Fowler

Russell Fowler has been named director of litigation and advocacy of Legal Aid of East Tennessee (LAET). LAET serves 26 counties and the cities of Chattanooga, Knoxville, and Johnson City.

Fowler also teaches constitutional law as an adjunct in the political science department at the University of Tennessee at Chattanooga (UTC). In 2005, fellow UTC faculty named him UTC’s Outstanding Adjunct.

Fowler is a 1987 graduate of the University of Memphis School of Law. He served as the law clerk to Chancellor Neal Small in Memphis.

Fowler is on the executive councils of the Tennessee Bar Association’s Litigation Law Section and Access to Justice Committee. He writes the column “History’s Verdict” for the Tennessee Bar Journal, and has published over 60 articles on law and legal history, including works for the Journal of Supreme Court History and the New England Law Review.

Fowler has managed legal aid offices in Chattanooga since 1997. Prior to moving to Chattanooga, he was with a leading civil litigation law firm in Memphis for a decade. He’s a member of the Chattanooga Bar Association.
