First Horizon Bank has named Amy O’Bannon vice president and trust relationship manager at its downtown Chattanooga banking center. In her new role, O’Bannon will manage client portfolios and provide product strategy recommendations to help clients meet their financial goals.
O’Bannon brings more than 30 years of financial services experience to the Chattanooga market. She previously worked in business development at Simmons Bank and earlier served as senior vice president and financial adviser for Pinnacle Financial Partners.
Signal Centers CEO McConnico to retire
Signal Centers CEO Donna McConnico will retire this summer after 25 years with the organization.
A transition plan is underway to ensure continuity in leadership, programs and community relationships as the nonprofit approaches its 70th year in 2027.
McConnico joined Signal Centers in 2001 and has overseen significant growth, expanding the organization’s reach statewide through a partnership with the Tennessee Department of Human Services. During her tenure, the nonprofit’s budget increased from $3 million to more than $60 million, and its programming grew to include 13 initiatives serving children and families.
Red Bank names Houston interim city court judge
The city of Red Bank has appointed an interim judge to fill a vacancy in its City Court following the medical disability of Judge Johnny Houston.
The position was declared vacant April 7. To maintain court operations, the Red Bank City Commission voted April 21 to appoint attorney Brian Hoss as city judge.
Hoss will serve until a special election on Aug. 6, when voters will select a judge to complete the remainder of Houston’s term.
City Attorney Arnold Stulce said state law requires the appointee to be a Red Bank resident, a requirement Hoss meets. Stulce also noted Hoss is well-regarded for his work across criminal, municipal, county and state courts.
A graduate of The McCallie School, Hoss earned his law degree from the University of Memphis and has more than 20 years of legal experience. His background includes criminal defense, civil litigation and appellate advocacy, with experience in state, federal and appellate courts.
Humane Society names Raiborn as its director
The Humane Educational Society has appointed Starla Raiborn as its new executive director, bringing decades of leadership experience in animal welfare to the organization.
Raiborn has volunteered with humane societies since childhood and previously served as executive director for two animal shelters. She holds a master’s degree in psychology and has worked with animals in a variety of roles throughout her career.
Raiborn says she looks forward to building on the organization’s legacy by expanding its reach, strengthening partnerships and enhancing care and advocacy efforts.
Broker named for Chattanooga office
United Real Estate Experts has appointed Elizabeth Robinson as managing broker of its Chattanooga office.
Robinson has been with the brokerage for five years and brings nearly two decades of real estate experience across commercial and residential sectors. She began her career in commercial real estate in 2007 and transitioned into residential real estate in 2018.
A Chattanooga resident for 14 years, Robinson steps into the leadership role after serving as an agent with the firm.
Robinson’s background includes work in both residential and commercial transactions, and she comes from a family involved in the real estate industry.

Nurse practitioner joins CommonSpirit Medical
CommonSpirit Medical Group has added Ryan Bellomy to its Family Medicine practice in Soddy-Daisy.
Bellomy earned his nursing degree from East Tennessee State University and a master’s in acute care and family nurse practitioner from Southern Adventist University. He worked as an ICU nurse for seven years before becoming a nurse practitioner in 2020.
