Briefs: City plans renewable energy, biosolids program at Moccasin Bend

The city of Chattanooga plans to install a waste-to-energy system that will convert the city’s wastewater into a renewable energy source at its Moccasin Bend Environmental Campus, officials announced during a meeting of the Industrial Development Board (IDB) last week.

Waste-to-energy systems convert organic solids in wastewater into biogas that can be used to power on-site operations and be processed further to be sold as a natural gas substitute.

The city is seeking to partner with the IDB to develop the request for proposal and to award a contract to a design-build contractor to carry out the project, which it plans to complete by December 2028.

The city estimates the capital investment for the project to be $130-150 million and will fund the venture through a combination of federal, state and local sources, including the EPA’s Water Infrastructure Finance and Innovation Act, Tennessee’s Clean Water State Revolving Fund and budget-allocated funding from the city of Chattanooga’s sewer system enterprise fund.

The city is seeking to partner with the IDB through a memorandum of understanding for the design and construction of the waste-to-energy project.

The proposed design-build timeline calls for the city to procure a contractor by spring of 2024, spend a year on design preconstruction and begin construction in the spring of 2025.

East Ridge launches parks master plan survey

The city of East Ridge and the East Ridge Parks and Recreation Department are seeking the public’s input on its citywide parks and recreation master plan.

Officials are working with Kimley-Horn and Associates to create a five-year master plan that will enable the city to become eligible for state and federal funds.

Administrators with the city are asking residents, businesses and visitors to participate in the Parks and Recreation Master Plan Public Survey to provide suggestions for improving East Ridge’s facilities and programming.
